Rafaela Sena Neves is a doctoral candidate in Human Rights at the Federal University of Pará. Her research focuses on the compliance in Human Rights but also touches on international law as well as political science. In her dissertation, she explores the dynamic between Latin American courts and the Inter-American Court of Human Rights at the stage of monitoring compliance. She teaches students in Human Rights and International Law.

Prior to joining the Human Rights Institute as a Visiting Scholar, Neves was a Visiting Researcher at the Inter-American Court of Human Rights; Global Legal Studies Center, University of Wisconsin; Forsythe Family Program on Human Rights and Humanitarian Affairs, University of Nebraska-Lincoln; and the Ibero-American University of Mexico City. She holds a Master's in Human Rights from the Federal University of Pará and has worked at a Human Rights Clinic at the Amazon Region in Brazil since 2012.
